CLEVELAND, Ohio - Was the red alert the attention getter that helped slow the growth of coronavirus cases in Ohio’s biggest counties?

Cuyahoga, Franklin and Hamilton counties were all running well above the statewide rates for newly reported COVID-19 cases on July 2 when Gov. Mike DeWine included Ohio’s three largest counties among to first to be placed under red alert. On July 7, DeWine issued mandatory mask requirements in the seven “red” counties, well ahead of his statewide order on July 23.

Cases did continue rise for a while, but within weeks, new case rates began to decline in all three large counties while they rose for the rest of the state.

Now, both Cuyahoga County (Cleveland area) and Hamilton County (Cincinnati area) are near statewide averages. And Franklin County (Columbus area) is also down, though not as much.

Here are the numbers, based on the average number of new cases reported over the previous week for each date:

* Cuyahoga County: 13 new cases a day per 100,000 residents on July 2, peaking at 17.4 on July 15, and dropping to 9 for the last seven days through Monday.

* Hamilton County: 19.2 on July 2, peaking at 20.1 on July 7, and dropping to 8.7 on Monday.

* Franklin County: 14.3 on July 2, peaking at 22.3 on July 18, and dropping to 13 on Monday.

* Other 85 counties combined: 5.1 on July 2, peaking at 10.7 later than the big three counties on July 31, and dropping to 8.3 on Monday.

Because of their size, Cuyahoga, Hamilton and Franklin counties are large drivers of statewide trends. Combined, they account for 29% of the Ohio’s population and 41% of the cases to date.

The other four Ohio counties placed on red alert July 2 were Butler (6.4 cases per 100,000, 10.2 now), Huron (12.3 then, 4.7 now), Montgomery (10.6 then, 8.5 now) and Trumbull (8.2 then, 7.4 now).

The initial designations for “red” counties on July 2 came with this message from the governor: “Ohioans should limit activities as much as possible. Wear a mask when you go out, for sure. Consider online options, perhaps even for church services. Many cases of community spread are present in these counties.”

The mask order for the counties came days later.
