Officials have provided guidelines that include social distancing, sanitation and occupancy limits.
Sheriff Scott Franklin told KNOE on Wednesday that if numbers climb to the point of presenting a problem, they'll tighten restrictions again.
Since then, Gov. John Bel Edwards has pushed back against the idea of parishes opening early.
"As a general matter, I can tell you that parishes are free, and mayors, to be more restrictive than whatever restrictions I've put in place by virtue of executive order or proclamation," he said. "They are not free to be less restrictive. So any such order would not be valid."
Catherine Roberts, the owner of La Salle Florist, said she believes the stay-at-home order was a good idea initially. However, she doesn't think every parish should be treated the same.
"I can understand why the people in New Orleans are scared to death of the virus because they've had so much of it," Roberts explains. "But when you've got small parishes like us and Caldwell and Winn and Grant [...], we shouldn't be compared to one another."
The Louisiana Department of Health's website showed 26 cases in La Salle and no deaths at the time of writing.
The governor has said that his decision to extend the order was based on data and science, and the Department of Health or State Fire Marshall could enforce the order if necessary.
Roberts said they're under state licensing, and their florist license could be pulled if they re-open completely. They're still doing deliveries, but she said business has been rough.
"We missed Easter. The pitiful thing is they haven't had graduation. And this is the only time some of these kids will ever walk down the aisle to be graduated. And they took the prom," she said. "So Mother's Day is coming up and, my friend, we've got to have Mother's Day because it's the last holiday until Christmas."
Roberts said this has hurt small towns in particular.
"You can go to Walmart and browse and pick up roses and carry them by the counter and get them when they don't want them to come in here. And it's just not fair."
